Retired African-American Philadelphia Police: Stop-and-frisk is 'demeaning'
Philly.com - Herbert Spellman gave nearly 20 years of his life to the Philadelphia Police Department, retiring in 2008 after a driver rear-ended his police cruiser, knocking him unconscious and sending him to the emergency room.
